The new fire safety legislation

Course Overview

The Regulatory Reform (Fire Safety) Order 2005, is now in effect. This Order revokes or repeals all former fire safety legislation, such as the Fire Precautions Act and the Fire Precautions (Workplace) Regulations. The main emphasis of the changes is a move towards fire prevention. Fire certificates are now abolished and no longer have legal status.

The Order applies to all 'responsible persons', namely: employers, people controlling premises, and owners of premises. The Order also applies to the voluntary sector and self-employed people with premises separate from their homes and will place a greater emphasis on organisations taking an active role in the management of fire risks.

Responsible persons are required to take a range of general fire precautions to ensure the safety of employees and other persons. Specific provisions apply in the case of, for example, fire risk assessments, the implementation of preventive and protective measures, emergency procedures, dangerous substances, shared workplaces and the appointment of competent persons to oversee the preventive and protective measures. Employees also have specific duties under the Order.

This course is designed to enable delegates to understand the requirements of the Order and put them into practice.

The requirements of this Order are extensive and it is essential that all designated competent persons are familiar with the requirements. This is especially important bearing in mind the new powers of Fire and Rescue Authority inspectors to serve Alterations Notices, Enforcement Notices and Prohibition Notices under the Order and to prosecute organisations where necessary.

The course is presented by Jeremy Stranks, who is a Fellow of both the Chartered Institute of Environmental Health and the Institute of Occupational Safety and Health. He is well known as an author, trainer and expert witness in the area of health and safety. He was a founder member of the National Examination Board in Occupational Safety and Health and chief examiner for many years.
